Background and Funding Mechanics of the Federal TOPICS Program

The TOPICS initiative originated as a nationwide federal highway program established under the Federal Highway Act of 1968, specifically designed to assist growing municipalities in modernizing their local arterial and secondary roadways by allocating specialized federal project grants administered directly through the state Department of Public Works (DPW). Under a separate, specialized component of the broad federal TOPICS program, municipal leaders have already advanced a major $1 million overhaul of the congested Everett Street intersection—a complex engineering undertaking that crucially includes the complete reconstruction of the aging local railroad bridge. According to state DPW transportation officials, that foundational project is already well along in the formal design and engineering stage, with heavy construction currently anticipated to commence sometime during the upcoming 1973 construction season.

However, the newly unveiled Areawide Traffic Program (ATP) report, formally presented to town officials by Town Manager John P. Morgan, addresses an entirely separate tier of critical municipal transportation needs. The detailed engineering document categorizes 33 distinct traffic safety and flow enhancement projects in strict order of priority, pairing each identified hazard with precise remediation strategies and comprehensive cost projections. Despite the thoroughness of the planning document, neither local town administrators nor state transportation authorities are currently willing to commit to a firm timeline regarding when—or even if—the full scope of the recommended projects will ultimately be funded and constructed.

Town Manager Morgan noted that while the impending reconstruction of the Everett Street railroad bridge represents an absolute, funded reality, its massive scope could potentially influence the town’s future eligibility and prioritization for subsequent federal allocations. Furthermore, Town Engineer Robert A. Hamilton cautioned local leaders that federal financial support for the nationwide TOPICS program is far from unlimited. Sumner Hoffman, the state DPW official heading up the TOPICS administration, echoed these fiscal realities, explaining that while federal grants cover 100 percent of direct construction and engineering costs, participating municipalities are strictly required to finance all necessary private land takings and absorb the long-term financial burden of ongoing roadway maintenance once projects are completed. Furthermore, Hoffman noted statewide budgetary constraints: “With limited funds statewide, we like to get one project into construction before starting the next.”

Demographic Pressures, Population Growth, and Traffic Volumes

To contextualize the pressing need for sweeping roadway intervention, the introductory sections of the engineering report present a striking statistical overview of Norwood’s rapid development and swelling vehicular demands over the preceding decade. The municipality’s permanent resident population has surged by approximately 24 percent since 1960. Analyzing daily commuting patterns and municipal transit flows, the engineering consultants identified the town’s principal arterial burdens as concentrated along throughway routes Route 1 and Interstate 95, alongside heavily congested regional corridors including Walpole Street, Washington Street, Upland Road, Nahatan Street, and Neponset Street. Secondary traffic flows on local collector roads were similarly mapped across Washington Street, Winter Street, Prospect Street, Dean Street, Pleasant Street, Chapel Street, Nichols Street, Everett Street, Morse Street, Central Street, Hoyle Street, Access Road, and Broadway.

Empirical traffic counts conducted by engineering survey crews in April 1971 revealed that Route 1 experienced the heaviest vehicular volume by far, recording an immense high of 37,000 vehicles traveling the corridor on a daily basis. To underscore the tangible safety hazards resulting from this traffic density, official police accident statistics compiled for the 1970 calendar year revealed a total of 609 vehicular accidents within municipal boundaries, among which 411 incidents involved severe property damage exceeding $200 per collision.

In the core of the business district, existing traffic signals located at Day Street, Vernon Street, and Cottage Street were criticized as wholly inadequate, actively “contributing to congestion due to their unresponsive operation to traffic demands.” The Nahatan-Washington Street intersection, which witnessed six accidents in 1970, was slated for dedicated turning lanes and physical widening along the northern side of Nahatan Street. Fully actuated traffic signals were recommended for the Walpole-Winter Street intersection (mounted on overhead mast arms), the Nahatan-Central Street intersection (site of 14 accidents in 1970), and the Walpole-Walnut Avenue junction. Similarly, the heavily traveled corner of Dean Street and Washington Street, alongside the hazardous Chapel Street and Washington Street corner, were designated for brand-new traffic control signals. The report also called for new signals at Washington Street intersections with Walnut Avenue, Hoyle Street, and Winter Street. At the busy Washington Street-Railroad Avenue intersection—which recorded 11 accidents in 1970—critics noted that existing signal visibility was poor, prompting a recommendation for a modern mast-arm-mounted signal, strict parking restrictions, and clear pavement striping. Overhead signal lighting was also suggested for Route 1 intersections at both Sumner Street and Union Street, while a flashing caution beacon was deemed necessary at the foot of Morse Street. Pedestrian safety was specifically emphasized at the Neponset and Dean Street intersection (site of eight accidents in 1970), where the report recommended installing a new traffic signal complete with dedicated “walk-don’t walk” pedestrian warning phases to protect numerous local children walking to and from the nearby Prescott School. Furthermore, fully actuated traffic signals with extensive circulation modifications were recommended for the Walpole Street-Geraldine Drive corner, Cottage and Central streets, Broadway and Nahatan Street, Lenox Street and Route 1, Washington Street, and an improved signal system at the intersection of Pleasant Street and Nahatan Street. Flashing beacons were also recommended at all exit ramps along Route 1-95, accompanied by prominent posted warning signs alerting motorists to the sudden narrowing of Neponset Street immediately following the Route 1-95 overpass. In Guild Square, the report recommended installing a comprehensive traffic signal featuring separate turning phases, strict parking restrictions, and bold pavement markings.
  • Route 1 – Neponset Street – Access Road and Corridor Expansion: Citing 13 accidents during 1970 at the Route 1-Neponset Street Access Road complex—where motorists experienced extreme difficulty entering Route 1 due to consistently heavy through-traffic and the close proximity of rotary entrance and exit ramps—engineers weighed potential solutions including the construction of dedicated acceleration and deceleration lanes on Route 1, semi-actuated traffic signals with appropriate warning signage, and enhanced roadway lighting, channeling, and striping. Finally, because Neponset Street provides the exclusive local access corridor linking major regional arterials Interstate 95 and Route 1, the engineering consultants strongly recommended widening the entire length of Neponset Street to adequately accommodate surging traffic capacity. Throughout the entirety of the exhaustive report, the absolute necessity for improved pavement markings was repeatedly emphasized, with the consulting firm bluntly noting that general “pavement conditions range from satisfactory to poor, particularly on local residential streets.”
