On July 12, 1977, a Norwood Board of Health meeting descended into disorder, characterized by shouting, name-calling, and threats of physical violence. The conflict erupted when the board voted 2–1 to issue a formal verbal warning to Public Health Director Bartley J. King for failing to conduct regular inspections of local food establishments, a move supported by Chairman Kenneth E. Webber and member Henry T. McAuliffe, but opposed by Clare A. Swift. Mrs. Swift protested the action, arguing that she had not been informed of the board’s intent to issue the warning and demanding to be treated as an equal member of the governing body. ⠀

The tension escalated rapidly when Mr. Webber moved to enter an executive session to “discuss an employee.” Mr. King challenged the move, insisting on an open discussion if the topic concerned him. During the ensuing argument, Mr. McAuliffe shouted at Mrs. Swift, “If you weren’t a woman, I’d rap you in the mouth.” Mr. King denounced the meeting as a case of “senility” and accused the board members of running town health affairs “from the public dumpkeeper’s shack” where Mr. Webber is employed. Mr. King defended his record, stating that he lacked the time to inspect all 33 food establishments in town routinely and advocated for the hiring of a full-time sanitarian. The meeting concluded abruptly when Mr. Webber and Mr. McAuliffe left the room, leaving the future of town health inspections—and the cohesion of the board itself—in total stalemate.
