Responding to mounting concerns over heavy vehicular traffic and pedestrian safety, the Norwood School Committee voted 5-1 last night to lower its school busing eligibility threshold from one and one-quarter miles to one mile for kindergarten through grade 3 students town-wide.
The policy revision culminates a dedicated push by residents of the Shady Arbor neighborhood, who had petitioned the board to ease transit risks for young children. While neighborhood advocates initially sought a one-mile limit for all elementary students, committee member Francis X. Sheehan—who formally sponsored the motion—narrowed the scope to the lower four grades, arguing that older children are better equipped to navigate street hazards.
“The heavy traffic in the town now and in years ahead calls for added safety measures for the school children in transit,” Sheehan stated, dismissing the traditional argument that older generations routinely walked one or two miles to class. “The argument that older generations have walked one and two miles to school is no longer valid.”
Dissenting Views and Implementation Details
Committman John Cavanaugh cast the lone dissenting vote, cautioning that adopting the one-mile benchmark established an arbitrary figure and served as an opening step toward broader, more costly busing provisions across town. Cavanaugh also questioned how the expanded busing would be financed, noting that the financial cost of the new policy had not yet been tallied.
While the committee approved the policy change, it withheld setting a fixed effective date on the recommendation of Superintendent of Schools Dr. Philip O. Coakley. The superintendent noted that time will be required to consult with the town’s current bus carrier, Sansone Motors Inc., to determine whether additional contracts or routing adjustments are necessary to accommodate newly eligible pupils.
Additional Committee Business: Meeting Minutes and Capital Outlay Review
In other actions during the session, the committee:
- Approved Meeting Minutes: Voted 5-1 to accept the minutes from the September 15 meeting following a procedural debate with John Cavanaugh, who unsuccessfully urged the board to strike references concerning a proposed bond issue to finance $3 million in new school construction.
- Capital Outlay Inventory: Authorized Superintendent Coakley to compile a comprehensive five-year list of capital outlay expenditures for all school needs. The directive follows clarification from Grafton Corbett, chairman of the town’s outlay committee, that any municipal expenditure exceeding $5,000 falls under capital outlay—encompassing projects previously categorized as routine maintenance, such as electrical repairs at Norwood Junior High or retaining wall construction at Shattuck Elementary, as well as potential data processing equipment.
