This Day in Norwood History-January 3, 1947-John R. Bouchard Is Midshipman At Pre-Flight School

John R. Bnuchard 19, son of Nelson Bouchard of 278 Vernon .street. Norwood has been selected and appointed a Midshipman. USN at the Navy’s only Pre-Flight School Ottumwa. Iowa, under the Naval Aviation Officers’ Candidate program.

He is one of the first to be appointed tinder the program, marking the inauguration of the Halloway plan, one of the Navy’s two college programs offering educational opportunities to the youth of America.

The Halloway plan instituted the selection and training of officer candidates for the Navy and Marine Corps by means of Naval scholarships in colleges and universities throughout the country. Unlike the Naval Reserve Officer Training Corps program the other Holloway project, the NACP is not identified by a unit in any particular college. A student in this program may attend any accredited college of his choice.
