On July 10, 1979, state Rep. Gregory Sullivan announced that an $85,000 grant had been secured to improve living conditions at an elderly housing complex located on Adams, Nahatan, and Hill streets.

The complex, which houses 238 apartments, had faced escalating issues with teenage drinking parties in hallways, burglaries, vandalism, and fire hazards over the past two years, with problems becoming particularly acute in the last six months.

The grant, provided by the state Executive Office of Communities and Development in response to urgent requests from town officials, allocates $71,000 for new locks and intercommunication systems for each of the 238 apartments. The remaining $14,000 will be dedicated to roof repairs. The initiative for the grant was led by Norwood Housing Authority Executive Director Kevin F. Maguire and resident Margaret Kennedy, who was appointed to the housing authority by then-Gov. Michael S. Dukakis in December. The new security setup will include a buzzer system connecting each apartment to the outer doors, with the Adams Street unit identified as the area most frequently impacted by unauthorized parties and vandalism.
