School Committee Weighs Creation of Comprehensive Psychological Support Staff
At the June 1969 meeting of the Norwood School Committee, member Mrs. Judith M. Berkowitz called for a sweeping review of the district’s special‑services programs, arguing that Norwood needed a more robust and clearly defined system for supporting students with academic, emotional, and behavioral needs.
Her remarks came during discussion of a proposal recommending the creation of a multi‑disciplinary counseling staff composed of psychologists, adjustment counselors, social workers, and a consulting psychiatrist. The proposal envisioned a coordinated team capable of working with students, parents, teachers, and administrators — a model that reflected emerging national trends in child development and school‑based mental‑health services.
The plan also called for the development of specialized programs for “problem children,” as well as partnerships with leading hospitals, clinics, and universities. Advocates argued that such a system would allow Norwood to address the needs of the “whole child,” a concept gaining traction in educational circles during the late 1960s.
Mrs. Berkowitz expressed frustration that the district had not yet fully examined the possibilities for expanding special services. She announced that she would place the matter on a future agenda for formal review, emphasizing that Norwood needed clearer structures and stronger support systems.
Her comments reflected a growing recognition that schools were being asked to address not only academic instruction but also the complex social and emotional challenges facing students. The discussion marked an early step toward the more comprehensive student‑services models that would emerge in the decades to follow.
