Meeting of the Norwood Planning Board held Monday, September 19, 1955 in the Planning Board room of the Municipal Building at 8:00 p.m.
Present:
Chairman Robert F Gallivan, John E. Bamber, Joseph W. Wall, Harold S. Burns and Albert P. Nelson.
Plans Not Requiring Subdivision Approval
The following plans were signed by the Board:
Plan of land off Dean Street owned by Abraham Shagoury.
Plan of land on Pleasant Street owned by .Mary Knezneck.
Plan of land on Neponset Street owned by Frank-Simoni.
Zoning—Dean Street
The clerk Is to request the engineering department for a description of land on Dean Street owned by Abraham Shagoury so that a public hearing can be held on Mr. Shagoury’s petition. This will Include land on Dean Street and Route 1 a depth of approximately 860 feet and a width of 150’ to be changed from G.R. to Trunk Highway B and a small triangular portion of land at the corner of Route 1 and Dean Street, a width of 150’ from M. to T.H.B.
Homecraft Builders Inc.
Inspection report received from the Town Engineering Department regarding Homecraft Builders Inc. Development in South Norwood. In the report, the engineer suggested that the developer be requested to consult with the Engineering Dept, regarding the various matters that have to be corrected.
The clerk is to call the attention of the Engineering Department to a report on the rip-rap work on the brook. On motion of Mr. Nelson, seconded by Mr. Burns, it was voted that a letter be forwarded to Homecraft Builders informing then that the engineer has not approved the development and that it will be necessary for them to consult with the Engineering Dept, in order to bring the development up to Town of Norwood specifications.
Playground Areas
A discussion was held regarding playground areas in developments and on motion of Mr. Bamber, seconded by Mr. Burns, it was voted to forward the following letter to Mr. Wolf:
“We are enclosing for your information excerpts from the 1955 Amendments to the Municipal Planning and Subdivisions Control Law, which would serve to acquaint you with both your position and our position in the matter of playgrounds In developments. If the land were not dedicated these procedures would follow as indicated. If on the other hand you could carry through with your verbal offer of giving the land to the Town, then the Planning Board would certainly recommend to the Selectmen that your offer be accepted.
“Your offer to dedicate this land Is in line with what we think would be advantageous to the Town and if you decide to carry through on this verbal offer, this Board would recommend to the Selectmen that an article be Inserted in the Town Meeting Warrant to accept said land and to develop the playground when the building activity in the area requires It. We know that you do not expect the Town to develop a playground in this area unless there is a substantial amount of building completed.
Washington Street Zoning
This matter was discussed at length with all members expressing their views, and considering the various points which were brought .pp at the public hearing of a week ago.
On motion of Mr. Bamber, seconded by Mr Nelson, it was voted to make a favorable recommendation at the next special town meeting on the rezoning of the area from G.R. to Business. Opposed, Mr. Burns and Mr. Wall.
Shade Trees
The matter of shade trees in developments was again considered. The Board agreed on adopting the following: “There shall be two (2) shade trees (deciduous) on each lot somewhat parallel to1 the street not less than ‘/a the width of the lot in spacing and on a line somewhat parallel to the street a distance from the sidewalk of not greater than H of the setback and not nearer than 15’ from the house.” The Board agreed’ to give further consideration to the following at the next meeting.
If there are at least 2 existing 10’ or over shade trees on the Jot and none in the front of the house, one’deciduous tree must be placed In accordance with the above policy.
Mr. Wall stated for the record that he was opposed to specifying any particular location where trees should be placed on a lot. He felt that the trees should be allowed anywhere on the lot.
Planning Board Engineer
Mr. Bamber submitted his bill for consulting engineering services . from April 2nd to date which was signed by the Board and will be forwarded to the Town Clerk and Accountant.
Fulton Street Opening
Fulton street Extension was discussed by”the Board and on motion of Mr. Bamber, seconded by Mr. Wall it was voted to recommend to the Board of Selectmen that they take the necessary steps to acquire the right to travel over, service under and construct a street at the proposed opening of Fulton street at Howard street. They are to be requested to advise the Planning Board wehn this is done so that a Board of Survey hearing can be held.
Joseph W. Wall
Mr. Wall made a motion that a letter be sent to the Board of Selectmen asking them if they have any further information on the overpass at Dean street or on the widening of Dean street at the curve. This motion was not seconded and declared lost. It was suggested to, Mr. Wall that it would seem more advisable to inquire of the State Dept, of Public Works rather than the Board of Selectmen. Mr. Wall then changed his motion which was to request the State Dopt. of Public Works for any Information regarding the construction of the overpass and the widening of Dean street. This motion was seconded by Mr. Bamber and unanimously voted.
