On July 22, 1980, the Norwood Board of Selectmen officially granted Town Manager John J. Carroll sweeping emergency authority to institute a mandatory water ban should ongoing dry weather and soaring seasonal demands push the municipal supply to a critical threshold.

John J. Carroll requested the discretionary power during a board session, emphasizing that because the selectmen convene only biweekly, responding rapidly to sudden supply shortages or firefighting emergencies would otherwise prove exceptionally difficult. “It looks like a long, hot summer and we could be in some trouble if we go for a long time without a little rain,” he warned the community.

Under normal operational circumstances, the town supplements its primary water supply by drawing from its auxiliary well situated at Buckmaster Pond, which helps offset delivery limitations imposed by the Metropolitan District Commission (MDC) during peak warm-weather months. However, that vital well has remained offline due to low-level contamination involving industrial solvents, creating an acute operational bottleneck for municipal leaders tasked with ensuring uninterrupted fire protection and residential service.

Compounding the summer drought conditions, Norwood suffers from an inherent structural disadvantage within the regional water grid, as the municipality sits at the absolute terminal end of the massive 36-inch MDC pipeline. This terminal location inherently results in chronically depressed water pressures across the town, a vulnerability that becomes magnified during the summer months when lawn sprinkling and domestic consumption skyrocket. In an effort to secure alternative resources, town officials reached out to surrounding municipalities to explore purchasing or transferring surplus water, but confirmed that no neighboring towns had available capacity to assist. .

Faced with these compounding challenges, John J. Carroll took formal steps to petition Thomas F. McLoughlin at the State Department of Environmental Quality Engineering (DEQE) for emergency clearance to reactivate the Buckmaster Pond well. Water samples collected from the well in June revealed trace levels of trichloroethylene and tetrachloroethylene, but municipal engineers maintained that these concentrations fall well within acceptable safety parameters for emergency utilization.

The water crisis highlighted the fragile balance between regional distribution networks and local infrastructure demands in expanding suburban communities during the early 1980s. While town leaders awaited a formal response from state environmental regulators regarding the solvent levels at Buckmaster Pond, the administration urged residents to exercise voluntary restraint to avoid triggering harsh mandatory rationing. The combination of dwindling rainfall, an offline backup well, and low pipeline pressure placed municipal water management at the forefront of local headlines, forcing town officials to balance immediate public health safeguards with the heavy water demands of fire protection and residential daily life throughout the sweltering summer.
