Congress had adopted the Blaine Act and proposed the 21st Amendment (repealing the 18th amendment and ending prohibition) 5 months earlier on February 20, 1933, and Massachusetts had ratified the amendment on June 26, 1933, but the repeal didn't take effect until December 5, 1933.
